BEE, short for Black Economic Empowerment, which is legislative initiative by the South African government to empower black citizens, namely African, Coloured, Asian (considered black) and Indian people, that was disadvantaged by the Apartheid government. The aforementioned is governed by the Broad-Based Black Economic Empowerment Act 53 of 2003.

There are Four (4) Levels of BEE Certification, with Level One (1), been the most sought after, and level Four (4) been the lowest ranked. These levels are based on percentage black ownership of a company. The First Level, is where the company is 100% Black owned, a level One(1) BEE certificate will be issues. A level Two(2) BEE Certificate will issued if the black ownership is between fifty-one percent) to ninety-one percent) percent black. These two levels (Level 1 and 2) is considered as black owned companies. A company is considered white owned, if there are 50% more white people, but may qualify for a Level four (4) BEE certification, based on a range of criteria.

The advantages of having a BEE Certification is numerous. However, the most significant advantage for a small BEE certified company is to compete for Government Tenders and Contracts, and become part of a BEE supplier list, against other bigger companies. Given as such, the playing fields are levelled between the smaller, disadvantaged company and bigger company, but giving the smaller company a chance to gain business, which was normally only the domain of the large white owned companies. All state owned companies, covering National and Local Government, municipalities, Telkom, Eskom, Transnet, Roads and Construction, Banks.
